How to use it?
I personally prefer absolute control over what happens to me and how it runs in 3dsmax.
For this case it is: 3dsmax menu Scripting > Run Script > browse for refPlane.ms and enter if necessary.
Then you need to create a plane object and select it and now drag and drop a bitmap to selected plane.

You have Windows blocking the installation of the script.
Disable UAC in your Windows.
Call up the Autodesk folder properties with 3ds Max installed and there grant full access to the folder security rights.
Then reinstall the drag & drop msp file script again in the viewport
