I want to assign a shortcut to shift tool (see .png) :-)))

In the categories dropdown menu select "All Commands"

then select on an action and start typing "Polyshift". You will be driven to the polyshift action where you cand add you shortcut.

not sure what you mean by shift tool or freeform
ribbon tool?
