Bend or Push outwards only

Hey guys, I'm looking for a script that bends but not like the standard Bend modifier which curls around to the sides. I want to bend so that the left and right sides stay the same position but push the center out to take the shape of a half cylinder.
Pictured from top to bottom is 50% 25% and 12.5% and the wire view mesh is at 0%

Also if viewing the wire mesh from the frontal view, none of the vertex should move to the sides horizontally or vertically. Just in and out.

In this image, I do not get the results I want because the vertex are shifting over to the right and left stretching the image out, which is not what I want.

Have you tried with FFD modifier? SoftSelection?

Here is picture of FFD 3x3x3 overhead, the center lattice control point is moved out by -16 to try and match a circle of 16 radius with also a scale of 50% on one axis. And the plane model is 32 x 32 units with 16 sub divisions.

Yes I tried them both, thanks Miauu, but its hard to make the shape similar to a cylinder that is scaled down from 100% to 50% or to 25%, the shape just isn't right if viewed from the top viewport. I need to make lots of mesh with this feature,

I've also tried path deform on a circle that was rescaled down to 50% than delete the back side of the circle. while the shape is correct, the vertex have different spacing from the center to the outer edges.
