Link for Outliner 3 in description (max 2014) Needs work to finish

LINK: https://github.com/Pjanssen/Outliner-3.0 I'm sure Pjanssen won't mind me posting a link to the v3 of his fabulous script. This seems not to be fully working. Perhaps someone here might have the know-how and interest to take it on. I don't unfortunately. There's a few things left to be finished as far as I can see the filtering. Docking of the toolbar and remaining there on startup are ones that I can remember of the top of my head and also some error messages to.
