Paid Script Work: HDRI Daylightsystem Lister

Hi all
I need a script which could look somewhat like a modified lightlister.
This is what i have in mind:

-There must be a button which generates a Vray Light Dome with an HDRI on it.

-It should be possible to type in the Date, Time, Location and North Direction just like in the Daylightsystem of Max and with these Inputs change the horizontal rotation of the hdri and choose the hdri with the correct heighth of the sun.
(Azimuth=Horizontal Rotation, Altitude=HDRI with corresponding sun heighth)

-The HDRI is chosen from a HDRI-library where the sun has different Altitudes (from 0= Morning/Evening to 75= midday). The sun's horizontal position would always be the same.

-I want the script to be able to manage multiple HDRI's in a scene (turning lights on and off, create new HDRI, etc...)

-i would like to have the oppurtunity to choose frome different HDRI-Sets. (for example Cloudy, Clear Sky, Foggy) In all these Sets the sun in the HDRI is on the same spot and could be named accordingly. (I would create all these sets)

-I would provide you with a set of HDRI's with all the different sun-heighths.

This would be a fully paid Job. obviously i can't estimate the effort this script would need, because i can't script, but i would be very happy if somebody would reply so we could talk further.

We are working with max-design2013 and vray2.4 at the moment but are going to upgrade to max 2016 with vray 3.0 soon.

I have not worked often with HDRI, but I have great experience with the lights.
If there are no other guys, which are already joined, I can write it.
