Bridge With Curve or Angle Spinner
Maya and Modo both have bridge tools with curve functions. In Max, you can currently use Connect and Chamfer after your Bridge operation to SORT OF get a similar effect, but it isn't nearly as mechanically accurate, and requires a lot of hand tweaking.

Maybe you already tried but - Super Poly Bridge.
Not so accurate as you want, but will save you time to olace the spline in the center of the faces/border

You illustrated it properly
You illustrated it properly for your readers to be able to understand. Are you planning to build such? Is this applicable to walking bridges or pedestrian bridge?

Its really well emphasized
Its really well emphasized and I thank you for providing some attachment about your proposed bridge curves. I can use this set of information in my QA certification training.
Extrude along spline has it's
Extrude along spline has its uses, but bridging isn't one of them. You have to make the spline and get it lined up exactly where you need it. Plus it doesn't bridge, you would have to weld the resulting extrusion into the rest of your model. Too many steps.
I agree with you dustin,
I agree with you dustin, extrude over spline is just a waste of time, I think it will never be bridge to one another.

Hi, that would indeed be
Hi,
that would indeed be useful. As long as there is no tool for it, have you tried the "Extrude along Spline" method in polygon mode? It takes time but creates much better results than using bridge and chamfer, at least for that example you gave.
Maye someone could built something similar into a scripted tool...
