Drag and Drop to Specific Material Slot

Hello, i would like to ask if it is possible to code (and probably for how much) a script/plugin for 3ds max 2009 (or preferably 2012) or even 2015, 64 bit, windows.

The function would be to change the material slot to which a bitmap texture is applied when drag-and-dropping from external progam (from windows simply). Default is that it creates a standard material and places the texture in the diffuse slot from drag and dropping from external programs (windows, some picture browser liek ACDSee etc.).

I would like to always set in the script to which slot the dropping materials should be applied, eg. change that from now on all drag and drop materials from external programs would be placed in reflection slot. Then for exampel to bump or displace slot etc. It must drop the bitmap texture in the specific slot IN THE ALREADY EXISTING MATERIAL (and not create another one)

Preferably it should work on vray materials, but standard are also ok. If it would work also on multisubobject materials, Vray blend materials, Vray double materials it would be sweet but it is not necesarry.

It should work for dropping into the standard material editor. If it would work also in the viewport of actual scene the better, but again not necessary.

Is it possible to program/script such plugin at all?

If yes, how much would some of you guys charge for it?
