i think it's because of the install process itself..
ie. the install is really just an extract of a zip file....(then Evaluate, I guess)
You can do this exact step manually by renaming the mcg file to zip then simply open it and drag out the tool and its folder (into the default folder). So I guess that's why they don't do a 'delete' your folders...
assuming you installed with default...
they should be in here:
C:\Users\xxx\Autodesk\3ds Max 2016\Max Creation Graph\Tools\Downloads
they're just folders...simply blow away ones you don't want...(the maxtool + its folder)
edit: or 2017 if you're on 2017...
edit: if you were testing stuff out, just move the tool and its folder off to somewhere (another drive?)...then later if you want that tool back just copy them back into the default directory above
