RollupOrder.cfg ?

I found the file RollupOrder.cfg and
understand how to change the display order of rollout titles. How do
you set the titles that are open buy default.

To restate my question; When you open a
function like Skin, there are titles open and some collapsed. How do
you edit that choice?
