How to re-scale time like the function in time configuration dialog?

I found scaletime method but it doesn't work like the "re-scale time" panel in time configuration dialog.So is there a script API method for this "re-scale time" button ?

And it should affect Link Constraint keys(on Link_Ctrl) accordingly,like what the "re-scale time" panel in time configuration dialog does,while the scaletime method doesn't.
