Import/Export script for unsupported 3d file format.

I was wondering what is involved in writing an import/export script ?
I'm assuming it would be a big complex task.
The file format was originally developed using 3ds Max for a game engine.

I've looked into it a little

I've looked into it a little more and maybe a plugin via SDK would be a better option.
Also I realize it would be a pretty big thing to do, so may I ask for a ball park figure for writing something like this ?
