Show Menu bar

I'm looking for a way to check if Main menu bar is active, if it`s hidden then show it. I could do it by :
actionMan.executeAction 0 "411" -- Tools: Show Main Toolbar Toggle"
by this only change state and not make menubar always active. I know there is entire section about max ui access in max help but I could figure this out even after reading help.

Does somebody have some experience with this and know how to show menubar?
