Push, or Shell or Extrude fixes?!

Hey guys ! Having a bit of a problem with the Shell / Push / Extrude modifiers.
Pictures are worth 1000 words, so...
Attached are 4 pictures, 1 and 2 show the issue and 3 shows the result i'm looking for for the cylnder.

Hoping to get something that works on Spheres and Cylnders and keep things visually pleasing.

Pic 4 shows a sphere with shell modifier (top) and one that i did by using scale and Shift to clone(Bottom) I than used bridg to produce the visual result that im looking for.

But also, lets say we have a more complex object.... for example maybe a sphere and cylinder fused together, or a tall Flower Vase? It would need to work with these types of situation as well.

Some more Thoughts, I

Some more Thoughts, I attempted to edit normals than reset Xform to see if that had any effect on the Shell modifier, it didn't seem to change the shell modifiers behavior. I'm assuming the shell modifier works based on the objects vertex normals or something like that?
