There is actually already a
There is actually already a stroke system included in 3dsmax though it is not widly used.
Open the standard 3dsmax help file and search for "Strokes"
There is two ways to start this function:
1. Go to:
Customize menu > Preferences > Viewports tab > Mouse Control group > Stroke
there you can change the middle mouse button to draw strokes instead of pan/zoom/rotate. My guess is that this is the main problem people aren´t using it alot.
2. Go to the utilities menu. You know the little hammer icon on the right.
2.1 Press the More... button
2.2 Find "Strokes" in the list...
It would be fun to write a new strokes system but only if this isn´t complex enough.
So try this out and we shall se if it lacks the features you need.

I'm working on a french version of 3dsmax so, I didn't find obvious that stroke is 'Controle souris'... :-)
I find 3dmax system easy to assign keys.
The problem is that Max's stroke need to be very precise when drawing, so it is not very easy to reproduce same sign.
3Dturbo's stroke was far more adapting.
It is perhaps why few people use it.
