Had absolutely the same idea after doing rat animation.
Thing is I have low and hi poly model. Can copy weights by using mesh wrap, but still have to have the same size model.
Basically you are right, the best position/weight log (which also can be adjusted in any painting soft) would be texture (UV/colour).
I'm looking on how to export/import vertex weight table from max, and vertex uv position. If this can be done then the converter can be outside of max.
