Yes you're right that it needs to be thought through. It just occurred to me that UV shells could be attached across multiple IDs and it's not as straightforward as I thought. I just assumed that the shells would be broken but there are cases when they're not.
I can work with the current tools. The 'Break' options are useful and I'm using it in combination with the UDIM tab to get what I need.
It's kinda already there, but works in a different way.
Enable "Offset by Mat ID" in Break settings (right click on Break), then use Shift+Click on Break.
I will think how to implement this feature in more correct way (probably this Break+offset will be deprecated in this case)

Is it possible to add a feature to the UDIM rollout to automatically pack UDIMs by an object's sub-object materials/IDs? So if a model's elements are given IDs 1,2 and 3, the script can automatically pack the UVs in 1001, 1002 and 1003 etc.
- New. UDIM. Layout uv by objects in UDIMs. Objects can be sorted by name or position.
- New. UDIM. Select all elements in the same UDIM.
- New. UDIM. Auto pack option.
- New. UDIM. Auto select unfit elements (UDIM tile overflow).
- New. Straighten. Uses regular Unwrap Straighten method, but has iterations.
- New. Peel Unfold3d method and corresponding settings (3ds Max 2022.2+).
- New. Select all objects with current unwrap modifier (Right Click on "Add").
- New. Iterative Relax until stop by Esc (Shift+Click).
- Improved. Relax process is now visible in the Editor.
- Improved. Planar mapping by element. Center elements option has changed behavior.
- New. 3ds Max 2024 support.
- New. Pack Unfold3D method (3ds Max 2022+).
- New. Set Texel Density as Group mode (Ctrl+Click).
- Fix. Pack padding unwrap bug. The same padding value led to different results.
- Fix. Stack and Group error.
- Fix. Tweak and Align macroses startup error in 3ds Max 2023.
- Fix. Errors caused by .tx files.
- Fix. Checker errors caused by Corona Lights.
If you select multiple vertices then each of them will snap to nearest pixel. At least this is how it works in 3dsMax 2016 and later, not sure about older versions.
Actually I checked that Blender video again and it seems I was wrong, it is moving all the vertices, not only bounding box. If so, then 3dsMax alreay has this feature.
You need to enable Pixel Snap from Snap menu on the bottom-right corner.

ed. 3d max 2021 when button pressed just give me ability to snap vertex by hand.

Yes, but in blender all selected verticles snap to nearest pixel, in 3d Max, you have to do it by hand pixel by pixel.
