Outliner
The Outliner 2.0 is a fast and easy to use scene management tool. It has a wide range of features, including selecting, hiding, freezing, linking and grouping objects in the "Hierarchy Mode". In the "Layer Mode" you can organize your scene by dragging&dropping objects from one layer to the other. What's more, the Outliner offers support for nested layers, to manage scenes more efficiently. The interface is nimble enough to keep it open constantly.
Compared to the previous version (1.6.1), there are many improvements. Most notable among them are: hugely increased performance, improved stability, nested layer support and many small tweaks to improve the ease of use. For a list of all changes, click here

So it doesn't automatically
So it doesn't automatically go to full height when you dock it? That is precisely the thing that should be fixed in this release.... Or do you mean that it does resize, but just that it can't be sized enough?
The max size is now set to 1200, which may be a bit too limiting, coming to think of it. It might as well be set to 100K; the point was that setting it to -1 was breaking the resizing when docking.
Outliner 2.097
Just updated, and saw that the outliner window can't be resized to the height i need, as if there is a max height restriction or something, resulting in it not filling the height of the UI when I dock it. The previous version did not have this problem and docked perfectly, though I understand this was was broken for a lot of other users. I am running Max Design 2012 on xp64 on a Dell 30 inch screen by the way. I'm guessing this is a W7-XP UI issue.

As for layer coloring, someone else suggested this too, I will have a think about it.

I have updated the Outliner to version 2.0.97, fixing many different issues, including the docking problems. Use the update function in the Outliner's options dialog to get it, or alternatively download it from the website.

I am aware of issues with merging/xrefing nested layers, and I am currently investing a lot of time trying to resolve it.

well, i tried to recreate the
well, i tried to recreate the issue from scratch in a simplified scene, but without success due to the nested layers merge crash.
anyway, for some reason in the project i was working in (that is unfortunately under a NDA), max did not crash all the times at merging nested layers, it merged the objects in scene but they did not show up anywhere in outliner, not even after a save and reopen. quite weird.
from what i observed during my last project, is that the nested layer merge issue can actually lead to three different scenarios:
1) max crash. (almost all times, i had to workaround it)
2) max merge without indexing it somehow in outliner.
3) it merges successfully. (i had some of those, i do not know why)
sorry i can not be much of a help due to the NDA :(

1) Yes I have something like this planned. It's a bit more tricky than it seems at first glance though. For example newly created objects should also be adjusted. But I have some ideas on this, yes.
More issue reports are welcome, they are a great help to improve the quality of the tool! And indeed, a clear reproduction case helps even more.

1) Are you sure the objects on the layer have their display settings set to "by layer"? The boxmode setting in 3dsmax does not override the objects setting unless this is explicitly set on the object.
