Outliner
The Outliner 2.0 is a fast and easy to use scene management tool. It has a wide range of features, including selecting, hiding, freezing, linking and grouping objects in the "Hierarchy Mode". In the "Layer Mode" you can organize your scene by dragging&dropping objects from one layer to the other. What's more, the Outliner offers support for nested layers, to manage scenes more efficiently. The interface is nimble enough to keep it open constantly.
Compared to the previous version (1.6.1), there are many improvements. Most notable among them are: hugely increased performance, improved stability, nested layer support and many small tweaks to improve the ease of use. For a list of all changes, click here

For the Outliner, the number
For the Outliner, the number of polygons doesn't really matter. It's the amount of objects and materials that largely determines the speed. So in your sample scene, how many individual objects does it have (more or less) ?
Issue on huge scene

Here are some info, hope can help you.
1. My mostly crashed sample scene : 3,997,073 Polyfaces (proxy + arch stuffs). Other smaller scene still crash where I encounter so familiar.
2. Now I do understand, your hard work really appreciated.
3. My project is visualize a twin tower next to a beach where there are boundary city around which generate from Greeble. About crash report, sometime 3dsmax crash before Outliner crash, sometime there is dialog. If I de-active Outliner at startup, work around w/o it, work flow return in normal speed, reasonable, not too fast but not too slow.
Anyway, mostly of huge scene I have to de-active my hobby at work on Outliner to work on default layer mangement in 3DS Max

In the workflow tools, there is a tool "link to last selected". This is parenting "maya style" if you like. Maybe this does what you are looking for?

1. As I've said in a previous comment, performance optimization is definitely a #1 priority for me, and has been for a long time. I've done a lot to get the most out of maxscript, but there simply are limitations, as you say. When you say "VERY slow", I would like to know how slow that is exactly. If you could make a video capture or something like that, this would be great.

3. Are you sure this is due to the Outliner? Do you see objects in the Outliner that should not be there?

1. What is "not actually a big scene" for you? 100 objects, 1000, 10.000? The initial loading process can not be sped up, and does not depend much on the scene size. While you see the little "Initializing Outliner" it is loading the script itself, not the scene.
2. Thanks. The reason for this is that it is actually quite tricky to make a toolbar through scripting, and secondly because there are many tools in there, not all which everyone will want to use. And since it is not that much work to put them exactly where you like, I decided to do it this way.
3. How many materials are you using when it becomes slow? And when it crashes, do you get a crash report dialog, or does max crash completely. If there is a crash report, then do please send it in; otherwise I'd like to hear some more details about when it crashes, if you can tell.

Do know that performance optimization is definitely a #1 priority for me, and has been for a long time. I've done a lot to get the most out of maxscript, but there simply are limitations. Thank You for you amazing tool!!! I curently testing Outliner at job with some heavy scene from previous projects to see if it could be a good addition to our toolset. I discover few issue or annoying things... Except those problems your tool his very sharp...
1 : With huge scenes (many thounsand of individuals objects), Ouliner become VERY slow! Only renaming objects become painful. I dont know if you can do something for that, but it could be great to get some speed. But I can understand Maxscipt is not fast as C++....
2 : Outliner seem loading XRef objects even if the filter mode remove the Xref objects from diplay. We always use xref scenes in production (to avoid bad manipulations and simplify rendering iteration...) Is it's possible to add an option in Outliner PREFERENCES to remove xref scenes and xref objects completly? This option will certainly solve for us the first issue in some scenes. I hope 3DSMax script allow that!!!
3 : Using Thinking Particles 4 and outliner somethime lead to crash 3DSMax. I can't find a way to reproduce it but it's clear something bad going on between them... It's random.
